Can't open embedded objects correctly.

On some machines we are having problems opening embedded
objects by double clicking the icon.

Normally we can double click the icon or right click the
icon and select open object. Then we are presented with
the Virus warning and asked if we trust the embedded
object.... then when you say yes the program opens and the
embedded object opens correctly.

On the machines that this is not happening users have to
right click the embedded object icon, select properties,
go to the link tab, and then select Open Source. Then the
file opens correctly, this is a work around that is in
place but it is getting annoying to users. Using filemon
and regmon I am not able to pinpoint what steps are taken
to open the object. On the machines that it doesn't work
correctly it acts like it doesn't even recognize that the
object has been double clicked on. Using filemon it never
tries to open the program and the virus warning message
never appears.

It doesn't seem to be machine specific being that there
are some machines that it works for some users and not for
other users without any rhyme or reason and it doesn't
matter if you are an admin equivalent on the machine or
not. It is also independent of version. We have outlook
2000 and outlook 2003, it doesn't work on some 2000 and
some 2003 outlook clients.

Anyone have any ideas??
