Can't open enterprise global

All of the sudden I can't open enterprise global. As the admin, I have access to everthing and this worked 2 weeks ago. I haven't changed anything....any idea's? I can still open the enterprise global resource pool, just not enterprise global.

I should also clarify that the error message I get is "Cannot open the enterprise global template. You do not have permision to edit the enterprise global template.
