Can't open files by double click on excel file in Explorer

Win XP, Office 2000
I can no longer open Excel and display a spreadsheet by
double-clicking on the spreadsheet file in Windows Explorer or on a shortcut.
I can open other types of files from "My Computer/My Documents" but recently
I started not being able to open Excel files that way. I can however still
open them from within Excel itself
I've tried:
From the Excel menu choose Tools/Options/General and uncheck the "Ignore
other applications" checkbox

Also have tried:
Close Excel and
Windows Start Button|Run
excel /unregserver
then
Windows Start Button|Run
excel /regserver
The /unregserver & /regserver stuff resets the windows registry to excel's
factory defaults.

Also have tried:
Right click on any Excel file in My Documents and choose Open With ~ Choose
Program. Then select Excel from the list box and check the box at the bottom
that says to always use the selected program to open this kind of file.

Could this be an Explorer issue? As now I get an error message saying that
Windows cannot find the file even though when it is opened thru Excel the
path is
the same as the shortcut indicates i.e.
My Computer/local disk/documents & settings/owner/my documents/filename.xls

Thanx for any help anyone can give on this.
