can't open Outlook, won't accept any password

Pc has 2 profiles on it. One works just fine using the assigned password. The
second will not open since it will not accept any password. I have reset the
password several times and can access the account throught the web but not
from the PC. I have create another account for the second profile and renamed
the Outlook.pst to bypass my problem but apparently the password is embedded
in the Outlook.pst file and I still can't get around it.
Does anyone have a solution to this so I can export and then import past
emails, contacts, etc.?

A password on what? The pst-file? You can't reset that through the web. What
version of Outlook are we talking about?

Outlook 2003 SP2
Yes, I password protected the .pst file for each of the 2 email profiles on
that PC. For some reason, one of the profiles will not accept any password
that I have assigned to it, the other works fine.
Fronbridge hosts our email and I, as administrator, can add or change
passwords. We also have the ability to access our email through the web and
the password(s) work fine but I am only accessing the emails still on
Frontbridge and haven't been sent to our individual PC's

Yes, but being admin or not a password on a mail account or a pst-file are
completely different things. It's more like password protecting a Word
document; it's an end-user password not an admin controlled one. A thing you
could try is;

If it is an Outlook 2003 formatted pst-file (UNICODE) you might be out of
luck.

Thanks for your information and advice. I tried several different products to
ascertain what the password is within the outlook.pst file and I got back
several different results.
The user has moved to another warehouse location and was given a different
PC. As far as trying to retrieve his contacts, I can't afford to spend
anymore time experimenting so he will have to start anew.

Ok, but getting an admin password for a mail account or a pst file is completely various than having one. It is more akin to password-protecting a Word document because the password is set by the end-user rather than an administrator. You could try ToolsBaer PST password recovery is following.
