Can't open Outlook

I'm getting an error...when trying to open Microsoft
Outlook.......
"This feature requires Microsoft Internet Explorer 4.01 or
greater...."

But, the computer has Internet Explorer 5.5 installed!

Have you tried doing a shut down restart of your PC???

This cannot do any harm!!!
