Can't open password protected file

I have a user who is trying to open a file that she password protected.
Usually she gets a prompt to enter her password, but now she gets the
message: blahblah.xls cannot be accessed. The file may be read-only, or you
may be trying to access a read-only location. Or, the server the document is
stored on may not be responding.
I tried copying the file to another location. I didn't think it would work,
and was right. Any suggestions?
