can't open the enterprise global template

Hi All...

PS 2007, MS Prof 2007.
In MS Pro i try to open enterprise global, but i get error that "Cannot Open
Enterprise Global, You do not have permission to edit the enterprise global
permission".
i'm log in using Administrator permission..but still can't open enterprise
global.

can someone assist me about this one.

Check you have the "Save Enterprise Global" permission allowed in your
Global permissions.

since i'm using administrator permission, yes i already check for "Save
Enterprise Global".
any others clues...
