"Can't open this item. Can't find this file"

I'm on Outlook 2000 in an Exchange environment and can open any type of
emails and attachments except right fax items that I receive I can preview
the message in the preview pane but when I double-click I get the above
error, this also prevents me from changing the subject line. Can someone
please help?
