can't open visual macro editor in outlook 2007

When trying to open visual basic editor in outlook 2007 nothing happens!
tried alt-F11 or alt-F8. I can open the editor in word though.

The outlvba.dll or something like that is there. and also it is installed (i
reinstalled three times), still nothing happens no macros and no visual
editor.

Please advice...

Does it perhaps show as a disabled addin?
Tools-> Trust Center-> button Add-ins

Nope... I forgot to mention this in my last post. and the thing is
that
even if it was the editor should have opened.
