Can't receive EMail

Keep getting this pop up along with 'server did not
connect within 60 seconfs, do I want to wait

A time-out occurred while communicating with the server.
Account: 'Richard', Server: 'pop.east.cox.net', Protocol:
POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC19
