Can't Reinstall Acess

When I put the Microsoft Office 2003 disk in my computer to reinstall
Microsoft Access I get an error message that says:
Settings file F:\FILES\SETUPsetuppr.INI is missing or invalid. Please ensure
this file exists and is accessible.

How do I fix this? Do I need to uninstall Microsoft Access before
reinstalling it?

Maybe the laser lens from CD-Drive requires cleaning. Also the CD media
itself might be scratched or dirty. Try that.
