Can't reinstall Publisher

I just replaced my hard drive and lost all my programs -- including MS Office
XP Pro and Publisher. They were both preinstalled when I bought the computer
(Dell). I have the CDs to reinstall the programs, but install wizard won't
accept the product key codes that came with the CDs. I'm stuck -- dell
won't/can't help. Anyone have a suggestion?
