Can't restore files after using Save My Settings Wizard

I used the wizard and watched it copy all my files to the proper location. I
formatted my hard drive. I tried to restore using the reverse process, but
the "New Settings File.OPS" didn't get created. Now I've got 3 compressed
files of my data and settings and can't retrieve them. HELP.
