Can't route word document. General mail failure message

We use routing extensively in our offices to send documents around to various
people. We have generic mailboxes setup with all users having all permissions
to these mailboxes. Our email system is Exchange 2003. This week we have
started having trouble with certain users and one of these mailboxes.

The user edits the document and then does a Send To "Other routing
recipient" to make any necessary changes to the routing slip and then should
be able to route the document. Several users are getting the error "General
Mail Failure. Quit Microsoft Word, restart the mail system, and try again".

I am able to access this email account from my PC and successfully route the
email. Another admin in my office can log onto their PC and do the same. But
the normal users can not, but they have been able to do so successfully
before this week.

We have this same issue with two different PCs, one is running XP and Office
XP while the other is on 2000 and Office 2000. We have tried the detect and
repair. We have completely removed Office and reinstalled. We have removed
the user's profile from one of those PCs and then had her log back on and set
herself back up again. Nothing will stop this error from happening.

Any thoughts are appreciated.
