Can't run Photo Editor on Office 2000 / Windows 2000 Server

Microsoft Knowledge Base Article - 260151 describes the
exact symptom "No file format information found in the
Registry." but the fix contained therein fails to resolve
the problem. Any thoughts on diagnosis or solution?
