Can't Save external files or use attachment option?

I have 2 users with problems in Word and Outlook 2003. Neither of the
can save external files locally using the Save As function. Th
program does not respond whenever I select Save As. In Outlook, th
attach item in a new email also does not respond when clicked. An
experienced something like this
