Can't save or open files in Office 2003

Office 2003 Pro was working fine, then one day I went to use Word and when I
try to open or save files, I just get a busy cursor and no progress, not even
an error. I have found this to be true for any Office 2003 component.

I had re-installed Office and restored to two weeks ago and was just about to
re-format and start from scratch until I found the solution here.
