Can't see external contacts in rules

Hi all,

I'm using Outlook 2003. When I try to set up rules to filter email from
external contacts to local folders in the rules dialogue box only my
local contacts appear. I've been told it's something to with
permissions. Anyone have an idea?

Use the rule that looks for specific words in the sender address.
