Can't see public folder in Outlook 2003 (using folder list) but can in Outlook 2000

I have a public folder that I can view when I use an outlook 2000 mail
client our OWA for Exchange 2003 but when I try to use my Outlook 2003
client and click on folder list, Public Folder, All Public folders I
can not see 1 public folder that I should. There are 2 folders 1 that
is a corporate directory of contacts, I can see it in Outlook 2003 and
another departmental contacts that I should be able to see but I
can't. I am the exchange admin so I went into the PF in Exchange
Systems Manager and set myself as Owner under Client Permissions. I
also set up a test user "TestUser1" with access as well. When I open
Outlook 2003 as myself the PF is not visible. When I open the same
outlook client software as TestUser1 on the same computer the
TestUser1 account is able to view the PF. Somehow I am being blocked
from seeing this PF based on my User Account and Outlook 2003. Any
Ideas of where to look to make the PF visible to me. Any assistance
would be appreciated. We are in an Exchange 2003/ Exchange 5.5 mixed
mode site. All user mailboxes have been migrated to the new Exchange
2003 server. The publick folder replication shows that the folders
are on both the 2003 and 5.5 exchange server. Our 5.5 server is only
running our internet mail connector at this time and is awaiting
decommissioning. My outlook 2003 client is not using cached exchange
mode.
