Can't send all at once

A friend has a newsletter mailing list. She complains that
Outlook ask her to correct e-mail has they go along and
won't send the balance of the list until she provides a
new e-mail. Is there a way to turn that feature off? All
e-mails would all go at once & she would correct only
those which bounce off. Thank you.

There is an automatic name check somewhere in Tools, Options. Depends on her
version. In 2003 it's under Options, Email Options, Advanced Email options.

Your friend should check with her ISP. Many servers will
not accept messages where the recipient is also a
subscriber to the same ISP.

I assume that your friend has a POP3 account - is that correct? I don't
think that Outlook should behave in this way - what version does she have?

Umm, that simply isn't true. Why would your ISP not want you to send
messages to other people who use their services? That would be horrible
for business.
