Can't send e-mail with attachments

Windows XP, Outlook 2003.
I've set up my new laptop and configured my pop3 e-mail
account in Outlook2003.
I can send e-mail messages that do not have attachments.
I am not able to send any messages with attachments.
Does not seem to be an ISP issue because I using my old
laptop I can send e-mails with attachments on the same
connection. Must be a configuration issue somewhere on
the machine.
Also installed is McAfee internet security. I've checked
all the settings I can find in Outlook2003 and McAfee.

Any suggestions???
