Can't send email

Socket error: 10060, Error number: 0x800CCC0E....
Outlook Expree 6 can receive email but can't send email.

Installed SP2, computer went into startup loop.
Reinstalled XP Pro. and SP2.
Got the above error..
Removed and installed mail accounts in Outlook.
Still have same issue.
Set up mail accounts on different system No problem.
Reinstalled Outlook.
Still have same issue.
Ran sfc /scannnow.
Still have same issue.
Checked firewall and Outlook is set for any computer.
Setup an MSN email account. Able to send and receive email.

Ask in an Outlook Express newsgroup. You're not properly authenticating to
your outgoing server.
