Can't send HTML messages

Suddenly, a user's Outlook will not send HTML formatted
messages (he is using Word as his defualt editor). I have
moved him to RTF instead of HTML, but was wondering what
is causing this problem?

He is getting the error:

"You need Micrsoft internet Explorer 3.0 or higher...."

Which he obviously has. It just stopped working.

Any thoughts? Thanks. Sean.
