Can't send mail due to spamhaus

Outlook 2003 and Vista

I keep getting blocked from sending mail, its returned with a message of
'451 http://www.spamhaus.org/query/bl?ip=194.46.136.67' from the CBL web
site I see that my IP address is recognised and blocked. The IP address is
'client IP4 address' and this address will change next time I dial into my
ISP, the new client IP4 address may not be blocked by CBL, so all is well.
This probably isn't an Outlook issue but I guess you have come across it
before so can someone tell me if this is normal, is there a way of getting a
clean IP address and keeping it? Point me in the right direction for
resolving it. Please keep any help in idiot language for a simple soul.

regards

Are you running your own SMTP server or using the server of an ISP?

I'm using a dial up ISP, so I guess the answer is an ISP server.

Does the SMTP server domain match the domain of the ISP and of your email
address?

Hmm, I guess I should have told you the full story as it may now be
relevant!! Answer to your question would be no. Originally my isp was
eircom, I then changed isp to utv who told me my email would remain the same
i.e. @eircom.net which it has. In addition I have another e-mail address
with utv of @utvinternet.com The UTV mail works fine, the problem crops up
only with @eircom.net

I suspect, then, that the differences in domains may be causing the
readdition of your address to the SpamHaus list.

Brian, ok thanks for you input. I'll get onto both parties and see what if
anything they can resolve. At least now I can sound as though I know
something !!

Hi, this issue actually has 2 parts:

1) IP 194.46.136.67 is on the CBL and hence the Spamhaus XBL blocklist,
because a PC at (or behind) that IP address is infected with a trojan or
mass-mailing worm. If it's your machine, see: "Removing trojans/viruses
from your system" in the XBL FAQs at:
http://www.spamhaus.org/faq/answers.lasso?section=Spamhaus XBL

2) 194.46.136.67 is also listed on our PBL blocklist, because it's a
dynamic IP address, but that will not be causing any problem for you as
long as you are using Authenticated SMTP. I strongly suspect you have
turned Authenticated SMTP off by mistake, or have not turned it on.
You need to turn it on. See: "How do I turn on SMTP Authentication?" in
our general FAQs at:
http://www.spamhaus.org/faq/answers.lasso?section=Generic Questions
