Can't send mail from other Windows Programs

From Excel...
! General mail failure. Quit Microsoft Excel, restart the system, and try
again.

From Windows Explorer...
This message could not be created. If Outlook is running, make sure it has
no open dialog boxes, and then try again.

Outlook works fine by itself, but none of the other programs can access it.

Any ideas, help?
