Can't send Mail from W2K Server

I have installed W2K Server and everything works well
except Outlook 2000 and Outlook Express. Both can receive
mail but neither can send it. I get a socket error 10060
Error Number 0x800CCC0e saying it can't connect to the
mail server. Same account settings work OK from W2K
Professional. Internet Explorer works OK.

Any Suggestions?
