Can't send or receive messages.

I am having trouble with my Outlook.
I am not able to send or receive any emails. When I hit
Send/Recv the screen opens and shuts very quickly. Not
even long enough to read what it says.
When I try to send a message an Outlook Error pops up that
reads:
The message can not be sent. An error has occured.
Please help. Thanks,
