Can't send/receive mails

Hi there,
I just installed the Microsoft Outlook, but when I click the "send/receive"
icon, I got this message:
"You don't have appropriate permission to perform this operation". How
come? How can I overcome this.
Any help would be appreciated. I used to open with Outlook Express.

It may be a DCOM permissions problem. Google comes up with the links below.
