Can't send/receive "You don't have appropriate permission"

Just yesterday I started receive an error when I try to
send/receive from Outlook 2002 on my XP computer. It
says "You don't have appropriate permission to perform
this operation."

I only have one profile on the computer and can't figure
out what to do. I even removed and reloaded microsoft
office.

any ideas? ?
