Can't Send

I have a new install of Outlook that has identical
settings to my other computers, but I cannot get it to
send a mail message from the Outbox. When I go to
accounts and test my settings, it clicks all steps with
green check marks including communicating to the outgoing
mail server.

Any options that would be holding messages from being sent?

The error box refers to a server timeout problem, but
again, all my settings are identical to three other
computers that have no issues.
