Can't setup Internet Email Service

I have recently setup Internet Email on some all PC's in
the Office, however there is one PC which I can not setup
Internet Email, the version of outlook is the same on all
the others that I have setup. I can't see the Internet
email option when I go to the Service under tools in
outlook, I did a search for the file (.dll) that are
associated to the Internet Email service and there are
there on the PC. I have unitalled Outlook and Re-installed
and I still can't set this Up.

Could anyone please help me on how to get around this.
