Can't start Outlook Express and can't update it either

We recently changed all of our files from an f: drive to the c: drive. (I'm
not sure how it was done - someone else did it.) Now Outlook Express for IE
6 won't work (whereas it was working before). I get an error message saying
it's probably not installed correctly, saying MSOE.DLL could not be
initialized, and giving an error code of 0x8007007E.

So I go to microsoft.com and download the latest version of IE 6. When I
try to run it, it says "Setup has detected a newer version of Internet
Explorer already installed on the system. Setup cannot continue."

Anyone have any idea what I should try now? -Carol

First of all, this newsgroup is for Office Outlook, not Outlook Express;
you'll find much better OE expertise in the Outlook Express groups. Having
said that, MSOE.DLL errors have a number of possible causes and cures:
