Can't synchronize with Exchange server

I set up offline folder synchronization for a Windows 2000 laptop user. It
worked in the office and I confirmed that it worked using a dial-up
connection before she left.

Now that my user is 6 states away it won't work. It times out while
"Connecting to Exchange Server" and provides the following error message.

"Errors in background synchronization. In most cases, further information
is available in a synchronization log
in the deleted folder. The Microsoft Exchange Server computer is not
available. Either there are network problems or the Microsoft Exchange
Server computer is down for maintenance."

There is no log message in the deleted items folder, the Exchange 2k server
is available and other people can synchronize with this server.

She is using a cable modem, but has tried connecting using a local dial-up
too with no luck. She can use OWA ok and can telnet to the server. She has
Office 2000 SR-1 installed. DNS is resolving the NetBIOS name to the public
IP address ok.

It acts like the traffic is being blocked, but I can't confirm this.

What is the problem?
How can I troubleshoot this further?

Any help is appreciated.
