Can't uninstall office and MSI installer is haywire

When I run Outlook 2003, everytime a message is trying to
come in, I get a windows installer screen popping up.
When I try to update Office, I get an error message,
saying that the MSI installer is not working. When I
start the computer, I get a pop-up that says the
WiseUpdate Installer can't be foung. I also can't
uninstall Office so that I can start over. What's the fix?
