can't update Office 2000 SP3

Can't update with or without OEM disks. Followed suggestion to update SP1a
first then SP2 etc. but MS update site says I've got SP1a & when updating SP2
get error 1328 (3 times total) error applying patch to file
C:\config.Msi\PT9002.TMP it has probably been updated by another means and
can no longer be modified by this patch. 2nd time file was
C:\configMsi\PT11E4.TMP & 3rd was C:\configMsi\PT183.TMP...at each error msg
I "ignored" & after "finish" msg was SP2 was installed successfully??? go
figure...THEN I tried SP3 again & got same "Installation unsuccessful!"
msg...any ideas???
