Can't upgrade from Project 2003 to 2007, newer Windows version req

A user had a computer with Windows 2000 and Project 2003 on it. He then
purchased a Project 2007 license. I upgraded his computer to Windows XP so
that I could install Project 2007 on it, but I can't. I get this message:
"The specified program requires a newer version of Windows." Is there
anything I can do other than reformat his computer?

Did you try installing Win XP Service Pack 2?
If you didn't then that might be your problem.

Yes. I've installed all available updates.
