can't use contacts

When I try to create a message, contacts don't show up in the pulldown menu.

To which "pulldown Menu" are you referring? We have no idea what you're
thinking.

Mike T - I believe he is referring to the auto-complete function that
recognizes what your typing in and reccommends names you have used in the
past. I may be wrong, but this is the same issue I am having with my email
and need help resolving.

If so, there is no issue to resolve. This is expected behavior. Outlook’s
autocompletion feature has nothing to do with your Contacts. It uses a cache
of previous recipients.
