Cant use outlook express

I have just installed Windows XP, having previously used
Windows ME. I am now unable to use outlook express
properly to the extent that I cant open my address book,
send mail, expand recieved mail or forward or reply to
mail.

I have attemted to uninstall oulook and even internet
explorer so that I can re-install them however I can't
even do that.

What can I do?
