Can't validate HTML 4.0 at W3C with shared borders

When trying to validate my "HTML 4.01 loose" with shared
borders, I get the following message:
Line 7, column 21: value of attribute "NAME" must be a
single token
<meta name="Microsoft Border" content="tlrb">

If I change the name, I loose the borders. How can I work
around this? Should I use a different DOCTYPE? How does
Fpage "grab" the borders to bring them into the webpage?
