Can't view Headers and Footers in Publisher 2003

I started using Publisher for the first time this week. Having extensive
experience with Office products and some with web design, I didn't expect to
have any difficulty creating a basic web site.
I wanted to insert a footer, and to do this, I looked for Headers and
Footers in the View menu. It didn't appear. I checked all the other menus
just in case. Didn't appear either. Checked the help file in case Headers
and Footers weren't included in Publisher. The instructions say it should
appear under the View menu.
So I decided to try to work around the issue. I tried Tools - Customise to
see if I could add a button to the toolbar. Headers and Footers appears
under the View section, but if I drag it to the toolbar or any menu, nothing
happens. I tried with various other commands to see if I was doing it all,
but every other one behaves as expected.
Has anyone else experienced this problem, or could anyone give me advice on
what I should try next? I have not been able to find a single related result
in this community or on the general web.

Headers and footers are not supported in Web view. In the publication view they will
appear on the Master Page.

When you say 'Web view', I presume you mean the preview of the file? Or do
you mean that this option is not available when editing a web site?

I have tried both from the main working area (i.e. just started up the app
and opened the file) and from the Master Page view (View - Master Page, the
'Edit Master Pages' toolbar is open)

I am way out of my league when it comes to Web creation with Publisher. No doubt I
should not have answered your first query. I know you cannot insert new Headers and
Footers in every page, in that sense they are not supported.

Thanks for your reply - I'm still not quite sure if I'm trying to do
something that's not supported, or if there's a problem with the application.

Could you possibly tell me the steps you would take (from opening the app)
to be able to view Headers and Footers in _any_ Publisher file, so that I can
check if it's just something I'm doing that's causing the problem?

It seems that Publisher is more intelligent than I gave it credit for - if it
knows you're working on a web site, the Headers and Footers is hidden from
the View menu.
When I finally got it to appear (by creating a non-web-related file, wish
I'd thought of that earlier!), there were 6 identical entries in the menu
from my attempts to add it!
Seems it would be more useful for the option to be greyed out...

I didn't help, but I appreciate your thinking I did. There is a newsgroup for web
