Capturing User ID

Hello..

How can the User ID be captured when an indvidual opens IE. Using Access I
have an API call that does that.

When a user signs onto a Windows XP machine there enter a User Name that I
call User ID, sorry for the mistake.

Thanks. I can't think of a way to have a web page communicate with the OS
like that.
