How do I restrict the number of characters per cell - i.e. 1 or , or ?
- and then have it formated that it will move to the next cell without
pressing tab or enter.

First, unless you leave the cell manually, Excel cannot know what is in that
cell so you must Enter, Tab or Arrow your way out.

Second, use Data>Validation>Allow>Text Length to restrict the number of
characters in a cell.

Remember however, that you must leave the cell before the DV will kick in.
