I write short letters on letter size paper, leaving lots of white space below
my signature. Is there a way to center the letter, so that the white space
above the first typed line, usually the date, and usually signature line but
not always is equal.

You can go to File > Page Setup > Layout and change the vertical alignment box
to Centered.

I'd advise you not to make this change in the Normal.dot template, as that's
used for other types of documents besides just letters. Instead, save a properly
formatted letter -- without the address and body -- as a template, and use the
File > New command to create new letters based on the template.

There's usually "a way" to do anything - maybe even more than one. It's just
a matter of whether it's worth the time & trouble:), but it may be as
simple as:

Word 2003: File> Page Setup - Layout, Vertical Alignment - select Center or
maybe Justified

Word 2007: Page Layout Tab, click the dialog launcher button for the Page
Setup group & do as above.

If you want something more "sophisticated" you'll have to create continuous
section breaks which IMHO would overly complicate what should be a
relatively simple document.
