Change appointment default from "Busy" to "Out of Office"?

I want to change new appointment's default to "out of office" and I want to
change appointment lengh to 1 hour increments.

Select your Calendar folder and right-click the header. Choose Other
Settings and change the "Time scale" drop-down to 60 minutes.
