Change attributes from "read-only on CD-RW

Navigate to your file on the CD in Windows Explorer, right click on the file
and select properties. Uncheck 'Read-Only'.

You can't edit the CD as you can a floppy disk.
That's why the CD is read-only.
Copy the file from the CD onto your desktop.
Then right-click on the desktop icon and select Properties.
Remove the check mark from the Read only attribute.

Edit the file.
Then if you wish to, use a CD burner to copy the file back onto the
CD, where it becomes Read-only again.
