Change default language e-mail message

All my default language settings are for English
(Australia). This includes my Windows 2000 Regional
setting, my Office Word XP default NORMAL.DOT and even in
Outlook (Tools; Options; Spelling; International
Dictionaries) has English (Australia) chosen.
BUT when I open a new e-mail message the default language
is English (US).
How do I change the default language for e-mail messages
to English (Australia)?
