change default paragraph spacing to zero instead of auto

when writing new email messages and I do a hard return, it automatically puts
a double space between lines. I want one space without having to go to the
formatting prompt then the paragraph and change it myself. I want the default
to be zero in the paragraph spacing instead of auto.
