Change Default Time on Flag

I would like to know if there is anyway to change the
default time on the Flag option, it is set at 5:00 p.m.

The default time for a reminder on a follow-up flag is the same as the "End
time" value you have chosen in Tools | Options | Calendar Options. You can
either change the End Time value, or you can just type another value into
the flag reminder box each time (or choose one from the dropdown list).
