Is there any way to change default view in PWA to All Workspaces vs. Owned
Workspaces?

You might ask your Project Server administrator to try this:

1. Log into PWA with administrator permissions.
2. Click the Site Actions pick list and select the Edit Page option.
3. In the "Project Workspaces" Web part, select the "All Workspaces" item
from the View pick list.
4. Click the Exit Edit Mode button.
