Change language - Office 2003 over Terminal Services

All,

I want to save the default language used by Office 2003 to English
(Australia). Office is running over Terminal Services using 2X Application
Client running on Server 2003 R2 x64.

I've tried changing the default language in MS Office 2003 Language Settings
on the server. I've also tried changing the default language from the client.
In both cases the default language remains English (US) when applications are
opened.

Is there a solution?
